Establishes requirements for clothing and necessity allowances for children in foster care.

Establishes requirements for an adequate wardrobe and approved necessities for children removed from their home and in the legal custody of the department. Sets forth payment methods for clothing allowances, including a reloadable instant card, reimbursement for purchases made with personal funds, and demand payment or reimbursement to the placement provider. Specifies the amount of the initial and supplementary clothing allowances, and requires the placement provider to periodically update the clothing and necessity inventory.
