Requires the Bureau of Social Services to file its policy manual as a legislative rule.

This bill mandates the Bureau of Social Services to file its policy manual, covering child protective services, foster care, youth services, licensing, and casework standards, as a legislative rule. The bureau must submit the initial rule by July 1, 2026, and all subsequent amendments as legislative rules. The Secretary of State is required to review these rules every five years. The bureau can issue internal guidance or emergency procedures to protect child safety, but any guidance lasting over 180 days must be incorporated into the legislative rule process.
