Establishes procedures for election observers in West Virginia, allowing political parties, candidates, and third-party organizations to have.

West Virginia HB4526 establishes procedures for election observers during any election and at any voting or ballot-reviewing and ballot-counting location within the state. It allows political parties, candidates, and third-party organizations to have two observers at every stage of the election process to maintain transparency. Observers must present a letter of appointment as their credential and wear a badge identifying them as an official observer. They can observe all activities except the actual casting of votes to maintain voter confidentiality.
