The Public Utility Stability Act establishes a process for water and sewer utilities to implement annual rate increases based on the Urban Consumer Water and Sewerage Maintenance Index. Utilities with fewer than 4,500 customers and annual gross revenues of less than $3 million can increase rates up to four times a year without filing an application or seeking approval. Larger utilities can also increase rates up to four times a year before needing to file for approval. The Public Service Commission can review and suspend rate increases deemed excessive.
