Establishes a pilot work/incarceration prison in West Virginia for non-violent offenders.

The bill creates a pilot work/incarceration prison in West Virginia for eligible adult offenders. Eligible offenders are those not convicted of a crime of violence or sex-related offense, and sentenced to two years' incarceration or less. The prison allows for a 20 percent reduction in sentence for participation, provided the offender adheres to rules. A serious violation of the rules results in an additional year added to the original sentence.
