Introduced·1/16/26
Intr Text

West Virginia HB4428 mandates the transfer of 50% of unencumbered reappropriated revenue accounts to the General Fund.

West Virginia HB4428 amends the state code to require the Treasurer to transfer 50% of the unencumbered balance from each reappropriated revenue account to the General Fund within 30 days of the bill's effective date. This transfer is not required if it violates federal law, conditions of funding agreements, or jeopardizes bond repayments. The bill also prohibits further transfers from reappropriated revenue accounts until the required transfer is made.
