Authorizes the State Auditor to create rules for payment requisitions by state officers.

West Virginia HB4280 authorizes the State Auditor to establish legislative rules for standards of payment requisitions issued by state officers. This bill modifies Section 64-9-1 of the West Virginia Code to allow the State Auditor to promulgate these rules. The rule in question was previously filed, modified, and refiled to address objections from the Legislative Rule-Making Review Committee.
