West Virginia HB4086 modifies the Teachers Retirement System to allow certain retirees to apply accrued annual and sick leave towards extended insurance coverage upon retirement. Specifically, it allows employees who elected to participate in the plan before July 1, 1988, to extend their insurance coverage based on the number of days of accrued annual or sick leave. It also allows higher education full-time faculty members on annual contracts to extend their coverage based on their teaching service.
