This bill allows the West Virginia Public Service Commission to authorize reduced rates for residential utility customers in small communities with fewer than 1,000 residents. Eligible customers include those receiving Social Security Supplemental Security Income, Temporary Assistance for Needy Families, Temporary Assistance for Needy Families-Unemployed Parent Program, or Supplemental Nutrition Assistance Program, and those aged 60 or older. The reduced rates cannot exceed 20 percent of the standard rate.
