West Virginia HB4046 amends the state code to allow recycling cooperative associations to continue serving their members if they have operated continuously for at least 12 months before a certified waste motor carrier begins providing the same services in the same area. The recyclable goods must be generated by members engaged in qualified activities, such as producing, preserving, or marketing agricultural products or other goods and services. The cooperative must be limited to recyclable goods not collected by a certified waste motor carrier in the same area.
