Allows West Virginia customers to change their accounts by phone or mail.

The Rossi Act mandates that entities providing goods, services, or utilities in West Virginia allow customers to make changes to their electronic accounts by telephone or mail. Failure to comply with this requirement is considered a violation of the West Virginia Consumer Credit and Protection Act and is subject to enforcement by the Attorney General.
