West Virginia HB4032 establishes quick response teams (QRT) under the Office of Drug Control Policy to act as first responders in narcotic-related medical emergencies. These teams will work with drug users immediately after their arrest at regional jails or at treatment facilities, aiming to address the first step to recovery for those suffering from substance abuse. Effective July 1, 2026, these teams will be trained to serve in coordination with health care providers, law enforcement, emergency medical services, and health care facilities.
