Clarifying Office of Broadband coordinate with Consumer Protection Division on certain consumer complaints

The purpose of this bill is to enhance the ability of the Office of Broadband to receive, transmit, and resolve consumer complaints relating to the safety, adequacy, and reliability of broadband service and providing a mechanism for consumer complaints that the terms and conditions of broadband service are unjust, unfair or unreasonable.
