Washington SB6218, also known as the Reciprocal Enforcement of Claims on Unpaid or Reduced State Entitlements Act or RECOURSE Act, mandates the withholding of state payments to the federal government if federal funding is withheld due to a valid Washington state law. The director of the Office of Financial Management, in consultation with the state treasurer, must direct affected agencies to withhold payments to the federal government in the amount of federal funds withheld from the state. Funds withheld are to be deposited into a RECOURSE act escrow account.
