The bill creates dedicated accounts for fees collected for environmental programs in Washington. Fees collected for air pollution control are deposited into the air pollution control account and can only be used for implementing related chapters and RCW provisions. Moneys from the laboratory accreditation account are spent only after appropriation and can only be used for authorized activities. The bill also amends existing accounts to specify their use and the sources of their receipts.
