Adds federally recognized Indian tribes to the list of entities eligible for the conservation futures program.

The bill amends the conservation futures program to include federally recognized Indian tribes among the entities that can participate. It allows counties, cities, towns, metropolitan park districts, metropolitan municipal corporations, Indian tribes, nonprofit historic preservation corporations, and nonprofit nature conservancy corporations to purchase rights to future development of open space, farm, agricultural, and timberland. The private owner can retain existing open space use, and the new owner can sell or lease the property with covenants limiting future use.
