Allows cities or towns to establish fire protection districts by resolution instead of petition, subject to voter approval. Requires the city or town to reduce its property tax levy by the amount of the fire protection district's levy. Transfers all fire department powers, duties, functions, and personnel to the fire protection district, including existing contracts and obligations. Preserves employee rights, benefits, and privileges. Does not affect municipal airport fire departments.
