The bill allows the governing boards of state universities, regional universities, The Evergreen State College, and community and technical colleges to waive all or a portion of tuition and fees for Washington domiciliary veterans who did not serve on foreign soil or in international waters. It also provides tuition waivers for children and surviving spouses or domestic partners of eligible veterans or national guard members. Recipients can attend full-time or part-time, with a limit of 250 quarter credits. Recipients also receive a stipend for textbooks and course materials.
