The bill creates the preK promise account in the custody of the state treasurer for use in the early childhood education and assistance program. All receipts from gifts, grants, or donations for the account must be deposited into it. The account is subject to allotment procedures but does not require an appropriation for expenditures. The department must track funds received through gifts, grants, or donations separately for each organization or entity that deposits funds into the account.
