SB5698 amends the Climate Commitment Act to allow municipal gas utilities with emissions below 27,000 metric tons of carbon dioxide equivalent before 2022 to pursue an alternative emission reduction pathway instead of being covered entities. This pathway requires the utility to reduce emissions below 22,500 tons of carbon dioxide equivalent by 2030 and annually thereafter, and to spend on emission reduction activities at least the amount they would have spent to meet their compliance obligation.
