The bill creates the Washington Saves administrative trust account in the custody of the state treasurer. Expenditures from this account are limited to administrative purposes. The account can receive grants, gifts, and moneys appropriated for administrative purposes from the state and federal government. Any interest earned by the account is retained within it. The state treasurer must distribute monthly earnings from the investment income account to the state general fund, except for specified accounts and funds that receive a proportionate share based on their average daily balance.
