The bill establishes a college promise pilot program in eastern Washington, funded by a combination of private grants and state matching funds. The program, administered by a registered 501(c)(3) organization, will provide up to $5,000 annually for tuition and fees to eligible students who have graduated from high school in the region, enrolled in higher education or a credential program within a year, and have a family income not exceeding 150% of the state median. The program will select a minimum of 100 students per year from a 10-county region.
