The bill authorizes counties in Washington to impose an excise tax on utilities providing service within the county. The tax rate is based on the utility's gross income from services rendered to consumers in the county. Utilities must add the tax to their rates or charges and separately state the tax amount on billings. The tax rate cannot exceed three percent. Counties may provide exemptions for sales to business customers, but must also exempt residential customers if business customers are exempt.
