The bill amends the duties of the family and children's ombuds to include monitoring juvenile rehabilitation facilities operated by the Department of Children, Youth, and Families. The ombuds will review facilities and procedures, recommend changes, and report annually to the oversight board and the governor. The ombuds will also have unrestricted online access to relevant case management systems. The ombuds will report directly to the governor and exercise powers independently of the secretary.
