Allows siting of schools outside urban growth areas if certain conditions are met.

This bill allows the siting of schools outside urban growth areas if the school district board has adopted a policy addressing school needs, the county and affected cities concur, and the county is a participant in a multicounty planning policy. The bill also requires multicounty planning policies to address school siting in rural areas and prohibits schools sited under this section from being included in impact fee calculations. The bill expires on June 30, 2031.
