Establishes the Washington division of civil air patrol as part of the Washington military department.

The bill establishes the Washington division of civil air patrol, consisting of volunteer members from the Washington wing of the federally chartered civil air patrol. The commanding officer of the Washington wing will serve as the head of the division. The division can employ personnel and make expenditures within appropriations for agency operations. It will be available for state service at the governor's call and can cooperate with state agencies and federally recognized tribes for cadet training, disaster relief, cybersecurity, and search and rescue missions.
