The bill allows counties to permit the division of land outside urban growth areas for transfer or sale to family members, including parents, children, grandchildren, spouses, and siblings. The original parcel must have been owned for more than five years by the grantor or transferred from a deceased family member with more than five years of family ownership. Each new lot must be for a different family member, and lot sizes must accommodate a residence and infrastructure. Development must conform to local regulations except for lot size and setbacks.
