The bill amends existing law to allow the use of electricity generated by qualified biomass facilities in the Pacific Northwest to meet renewable resource requirements. A qualifying utility may use qualified biomass energy to meet its compliance obligation if it owns or is directly interconnected to a qualified biomass energy facility. The bill defines "qualified biomass energy" as electricity produced from a biomass energy facility that commenced operation before March 31, 1999, is purchased by a qualifying utility, and is located in the Pacific Northwest.
