The bill amends Washington's Revised Code to establish fees for surface mine reclamation permits. Applicants for new or expanded permits, or for combining existing permits, must pay a nonrefundable application fee. Public and private permit holders must pay an annual fee, with a reduced fee for mines used exclusively for public works projects and having less than seven acres of disturbed area. The annual fee for public permit holders for such mines is $2,500. Permit holders must also pay a nonrefundable fee for revising an existing reclamation plan.
