This bill allows municipal utilities in Washington to waive connection charges for low-income persons and organizations providing emergency shelter, transitional housing, permanent supportive housing, or affordable housing. It also permits waivers for properties owned or developed by public or private organizations utilizing the property for industrial symbiosis. The waivers are to be funded using general funds, grant dollars, or other identified revenue streams.
