Expands the ability of consumer-owned utilities to enter into joint use agreements.

The bill allows consumer-owned utilities to enter into joint use agreements for the development, use, or ownership of electric generating plants and facilities, including nuclear, thermal, and renewable energy plants. It also permits cities, public utility districts, and joint operating agencies to enter into agreements with regulated utilities, rural electric cooperatives, and other entities for the acquisition, construction, operation, and maintenance of common facilities.
