Allows neighborhood stores and cafés in residential zones with certain conditions.

This bill permits neighborhood stores and cafés in residential zones, provided cafés serve food if they offer alcohol. Cities can regulate parking and hours, but must allow cafés to operate for at least 12 hours. Code cities can set additional rules, including maximum square footage. Neighborhood cafés must serve a limited menu and be at least 500 square feet, while neighborhood stores must be at least 500 square feet and sell convenience items.
