The bill expands urban growth area boundaries to include parcels that share a boundary with or are across the road from a residential parcel with access to urban services. It prohibits expansion into 100-year floodplains west of the Cascades with a mean annual flow of 1,000 cubic feet per second. Counties must attempt to reach agreements with cities on urban growth area locations. If no agreement is reached, the county must justify its designation in writing. Cities can object to the designation.
