The bill establishes a comprehensive outreach program to inform military service members, veterans, and Virginia National Guard members about federal, state, and local benefits and services. The Department, in collaboration with relevant agencies, localities, and service providers, will develop this program. The Commissioner must include the program's outcomes in the annual report to the Secretary of Veterans and Defense Affairs, the Governor, and the General Assembly.
