The bill repeals existing prohibitions on collective bargaining for public employees in Virginia. It allows public employers and employee organizations to negotiate in good faith regarding wages, hours, and other terms and conditions of employment. The bill also establishes procedures for certification and decertification of exclusive bargaining representatives, negotiation impasses, and arbitration.
