Virginia SB253 mandates that Phase I and Phase II utilities conduct pilot programs for energy assistance and weatherization for low-income individuals. Each Phase I utility must maintain its program at no less than the existing funding levels as of July 1, 2018, and no greater than $1.5 million. Each Phase II utility must continue its program at no less than $13 million and no greater than $17 million. These programs must continue until the earlier of amendment or repeal of this section or July 1, 2038.
