Virginia HB329 amends the Virginia Residential Landlord and Tenant Act to prohibit landlords from retaliating against tenants for lawful actions. Retaliatory actions include increasing rent, decreasing services, threatening or harassing tenants, and terminating rental agreements. Tenants can seek remedies, including recovery of actual damages, if a landlord retaliates. Exceptions allow landlords to increase rent to market rates or decrease services equally for all tenants.
