Virginia Military Institute board of visitors membership includes the chairman or vice-chairman of the State Board, the rector or vice-rector of the governing board of each other public institution of higher education, and a resident of the Commonwealth. The Institute may admit annually as Virginia National Guard scholarship cadets individuals who are at least 17 but not more than 23 years old. The Institute may admit annually as state cadets upon evidence of fair moral character individuals selected from the Commonwealth at large who are at least 17 but not more than 23 years old.
