The bill establishes a pilot Law Enforcement Governance Council in Windham County to provide regional law enforcement and related services. The Council will be formed when five or more municipalities vote to join. It will prepare an annual budget, enter into service agreements with the Windham County Sheriff, and coordinate with state and local agencies. Member municipalities will fund the Council through a county property tax. The Council will submit annual reports and a comprehensive evaluation by December 1, 2033. The pilot program will sunset on June 30, 2034.
