Vermont S0197 creates a primary care payment reform program to increase access to primary care and reduce administrative burdens for providers. The program, to be implemented by the Department of Vermont Health Access, aims to increase the proportion of total annual health care spending in Vermont that is spent on primary care. It will be funded by allocating a portion of commercial health insurance premiums. The program will initially be voluntary for primary care practices but will become mandatory by January 1, 2028.
