The bill establishes the Recreational Trails Compensation Study Committee to review how private property is made available for public recreational trails. The committee will assess the economic impact of these trails, investigate compensation practices in other jurisdictions, and recommend whether Vermont landowners should receive compensation. The committee will submit a report by December 15, 2026. The committee will cease to exist on March 1, 2027.
