This resolution honors former Representative Francis Matthew (Topper) McFaun for his exemplary public and community service. McFaun, known as Topper, grew up in a poor neighborhood and learned the importance of community support. He excelled in sports and education, eventually coaching the Spaulding High School boys’ hockey team. McFaun served in the U.S. Army, taught in Massachusetts, and moved to Vermont where he directed a youth employment program. He was elected to the House of Representatives, serving nearly 11 terms and chairing the Health Care Committee.
