She began her career in 1987 as the director of finance at the Burlington Community Land Trust, which focuses on permanently affordable housing. Houghton's leadership was key to the trust's growth and its merger with the Lake Champlain Housing Development Corporation. She later served as finance director and deputy director of the Brattleboro Housing Authority. Houghton also volunteered on the boards of the Windham & Brattleboro Housing Authority and the Public Safety Project.
