Vermont H0710 amends the definition of "plant" to clarify when multiple electricity-generating facilities are considered a single plant. The bill specifies that facilities using the same technology on the same or contiguous parcels of land are considered one plant, unless they meet certain exceptions. Exceptions include facilities not on the same land, wired to offset consumption on separate billing meters, and supplying different retail customers. The bill also defines "contiguous" and "electricity-generating technology." The changes take effect on July 1, 2026.
