The bill creates the Vermont Municipal Response and Recovery Special Fund, managed by the State Treasurer, to provide financial assistance to municipalities for flood response, recovery, and resiliency projects. Annually, 0.5 percent of General Fund revenue will be deposited into the fund, with all interest earned credited back to it. The fund will not disburse any monies before July 1, 2026.
