Increases the minimum age for juvenile delinquency proceedings in Vermont from 10 to 12.

This bill amends the definition of "child" in Vermont's juvenile judicial proceedings to raise the minimum age for delinquency proceedings from 10 to 12. Exceptions are made for acts that would be murder if committed by an adult and for cases where the court retains jurisdiction. The change takes effect upon passage of the bill.
