Establishes the Peer-to-Peer Counseling Program to support student mental health through trained peer coaches.

This bill defines terms and creates the Peer-to-Peer Counseling Program to foster positive mental health among students on institution campuses. It requires the Utah Board of Higher Education to administer the program, approve training, distribute funds, and create rules. Institutions must establish and implement the program or use the funds for other mental health services. Peer coaches may provide support through coaching, mentoring, and counseling, but cannot diagnose or provide clinical therapy.
