Final Passage·3/3/26

Utah HR0007 modifies House Rules to streamline legislative processes and clarify rules.

Utah HR0007 modifies House Rules to streamline legislative processes and clarify rules. The bill allows the presiding officer to direct legislation to a standing committee or the House calendars on the first day of the annual general session. It modifies the process for responding to motions, amends the definition of "nonbinding resolution," and clarifies that reinstating a word or words does not count toward the word limit under a verbal amendment. The bill also allows legislation assigned to the consent calendar to be reassigned to the third reading calendar.
