Utah HR0003 defines "chief sponsor" and "legislation" and sets forth a process for a chief sponsor to abandon their legislation. The chief sponsor may abandon the legislation by submitting a form to the chief clerk before the legislation passes the Senate on third reading. Once abandoned, the legislation cannot be revived, and the Office of Legislative Research and General Counsel must note the abandonment on the legislation's webpage. Representatives may introduce new legislation identical to the abandoned one. The resolution takes effect May 6, 2026.
