Establishes the Public Education Economic Stabilization Trust Fund and the Public Education Economic Stabilization Restricted Account.

This bill establishes the Public Education Economic Stabilization Trust Fund, managed by the state treasurer, and the Public Education Economic Stabilization Restricted Account within the Uniform School Fund. The trust fund is funded by appropriations, income, and other revenue sources. The restricted account is funded by a percentage of the difference between estimated ongoing appropriations and actual appropriations from the Income Tax Fund and Uniform School Fund. The ongoing appropriation to the restricted account must equal 11% of Uniform School Fund appropriations.
